Anyone may poke Orchestrator.rebase() once per 24 hours.

Percent ownership does not change. Cost is ~$0.01 on Robinhood Chain, paid by the caller. Holders sign nothing.
Rebase is off until a price source is set after the pool exists, and it will not fire in the first 24 hours after the last rebase.
